Code of Conduct of Fire Officer Regulations 2003: Prescribes the mandatory code of conduct for Fire Officers.

IN exercise of the powers conferred by paragraph 62(1)(g) of the Fire Services Act 1988 [Act 341], the Minister makes the following regulations:

Regulation 1. Citation and commencement

• (1)
  These regulations may be cited as the Fire Services (Code of Conduct of Fire Officer) Regulations 2003.
• (2)
  These Regulations come into operation on 1 November 2003 and shall apply to all Fire Officers.

Regulation 2. Duty to abide by Code of Conduct

• (1)
  Every Fire Officer shall abide by the Code of Conduct of Fire Officer as prescribed in the Schedule.
• (2)
  The breach of any provision of these Regulations by any Fire Officer shall render him liable to disciplinary action in accordance with the Public Officers (Conduct and Discipline) Regulations 1993 [P.U. (A) 395/1993].

Schedule [Regulation 2] — Code of conduct of fire officer

• 1.
  To be properly dressed in full uniform, tidy and smart while on duty.
• 2.
  To display name tag or identification card while on duty.
• 3.
  To be presentable in appearance such as keeping short hair, thin side-burns, trimmed moustache and no beard.
• 4.
  To be respectful in word, act or demeanour to any Fire Officer senior to him in rank.
• 5.
  To act fairly to any Fire Officer junior to him in rank.
• 6.
  To attend on time any parade, instruction class, court or other duty as instructed.
• 7.
  To be present at all times in the Main Control Room, or Control Room or Guard Room, and not to leave such places without permission or without reasonable cause until regularly relieved.
• 8.
  Not to be present in the Main Control Room or Control Room whenever he is not assigned thereto without any reasonable cause.
• 9.
  To avoid the use of unnecessary violence to any person in the execution of his duty.
• 10.
  To show courage and bravery in the execution of his duty.
• 11.
  To report any damage to his uniform, accoutrement or other equipment supplied to him and put under his charge.
• 12.
  Not to withhold any complaint or report against any Fire Officer.
• 13.
  To be in full uniform while driving any Fire Services vehicle.
• 14.
  Not to drive or allow to be driven any Fire Services vehicle at excessive speed and not to allow such vehicle to be over-laden without any reasonable cause.
• 15.
  To use, control and maintain the Fire Services vehicle and other equipment correctly, neatly and perfectly.
• 16.
  Not to use any other equipment of the Fire Services for purposes other than which it is approved for.
• 17.
  Not to permit any Fire Services vehicle to ferry any non-Fire Officer except with permission.
• 18.
  Not to abet the commission of any act or attempt to commit any act which may be deemed a breach of the Code of Conduct of Fire Officer.
