Voluntary Fire Officer and Voluntary Fire Brigade Regulations 2026: Prescribes appointment, establishment, registration and appeal requirements for voluntary fire officers and voluntary fire brigades.
IN exercise of the powers conferred by paragraphs 62(1)(ca) and (f) read together with sections 4A, 4B and 4D of the Fire Services Act 1988 [Act 341], the Minister makes the following regulations:
Regulation 1. Citation and commencement
- (1)These regulations may be cited as the Fire Services (Voluntary Fire Officer and Voluntary Fire Brigade) Regulations 2026.
- (2)These Regulations come into operation on 3 February 2026.
Regulation 2. Appointment of Voluntary Fire Officer
- Any person may apply to the Director General to be appointed as a Voluntary Fire Officer, subject to the conditions as follows:
- (a)he is a Malaysian citizen;
- (b)he is at least eighteen years of age on the date of application; and
- (c)he is certified to be healthy by a registered medical practitioner registered under the Medical Act 1971 [Act 50].

Regulation 3. Establishment of Voluntary Fire Brigade
- A Voluntary Fire Officer may apply to the Registrar to establish a Voluntary Fire Brigade in the form as specified in the First Schedule, subject to the conditions as follows:
- (a)he has a constitution of the Voluntary Fire Brigade;
- (b)he has a letter of support from the Fire and Rescue Station Chief or any Senior Fire Officer; and
- (c)he is not a member of any other Voluntary Fire Brigade.

Regulation 4. Certificate of registration for Voluntary Fire Brigade
- The Registrar shall issue a certificate of registration for the establishment of a Voluntary Fire Brigade in the form as specified in the Second Schedule.
Regulation 5. Appeal of Voluntary Fire Officer
- (1)Where an appointment of a Voluntary Fire Officer is terminated by the Director General under section 4D of the Act, that Voluntary Fire Officer may appeal to the Minister within twenty one days after being informed in writing of such termination.
- (2)An appeal under subregulation (1) shall be made to the Minister in the form as specified in the Third Schedule.
- (3)Any decision made by the Minister under this regulation shall be final.
