Training Provider and Instructor Regulations 2026: Prescribes registration qualifications and fees for fire-service training providers and instructors.
Regulation 1. Citation and commencement
- (1)These regulations may be cited as the Fire Services (Training Provider and Instructor) Regulations 2026.
- (2)These Regulations come into operation on 3 February 2026.
Regulation 2. Instructor
- (1)Any person may apply to be registered as an instructor under the Act, if such person—
- (a)is a Malaysian citizen;
- (b)possesses at least the Sijil Tinggi Pelajaran Malaysia or a diploma in any field;
- (c)possesses—
- (i)a trainer’s course certificate relating to any matter as specified in the Third Schedule of the Act; or
- (ii)a Malaysian Skills Certificate Level 3 relating to any matter as specified in the Third Schedule of the Act; and
- (i)
- (d)has at least five years of working experience in any matter as specified in the Third Schedule of the Act.
- (a)
- (2)Any Fire Officer, subject to the approval of the Director General, may apply to be registered as an instructor, if such Fire Officer—
- (a)has served as a Fire Officer for a period of at least seven years; and
- (b)possesses a Malaysian Skills Certificate Level 3 in the field relating to any matter as specified in the Third Schedule of the Act.

Regulation 3. Training provider
- Any person may apply to be registered as a training provider under the Act, if such person—
- (a)is a company incorporated under the Companies Act 2016 [Act 777], a partnership registered under the Partnership Act 1961 [Act 135] or a limited liability partnership registered under the Limited Liability Partnerships Act 2012 [Act 743];
- (b)has the facilities and equipments to conduct any training relating to any matter as specified in the Third Schedule of the Act;
- (c)employs at least one instructor who is registered under the Act and possesses the qualification as referred to in subparagraph 2(1)(c)(i); and
- (d)employs at least two instructors who are registered under the Act and possess the qualification as referred to in subparagraph 2(1)(c)(ii).

Regulation 4. Fees
- Fees for the issuance or renewal of certificate of registration in relation to a training provider or an instructor are as specified in the Schedule.
