Competent Person and Fire Safety Contractor Regulations 2026: Prescribes registration conditions, categories, transitional arrangements and fees for competent persons and fire safety contractors.
Regulation 1. Citation and commencement
- (1)These regulations may be cited as the Fire Services (Competent Person and Fire Safety Contractor) Regulations 2026.
- (2)These Regulations come into operation on 3 February 2026.
Regulation 2. Categories of competent person
- (1)Any person who is registered to be a competent person under the Act may be categorized as follows:
- (a)mechanical or electrical category;
- (b)civil or structural category; or
- (c)fixed or portable installation category.
- (a)
- (2)The competent person categorized in accordance with the categories under subregulation (1) shall install, test, service, recharge or repair any fire-fighting equipment or fire safety installation as specified in the First Schedule.
Regulation 3. Conditions for competent person in mechanical or electrical category
- Any person may apply to be registered as a competent person in the mechanical or electrical category under the Act, if—
- (a)such person is a Malaysian citizen;
- (b)such person has passed the Malaysian Certificate of Education examination or its equivalent; and
- (c)such person—
- (i)possesses a diploma in the field of mechanical or electrical engineering or its equivalent and has at least three years of working experience under the supervision of a competent person registered under the Act in installing, testing, servicing, recharging or repairing any fire-fighting equipment or fire safety installation; or
- (ii)has at least five years of working experience under the supervision of a competent person registered under the Act in installing, testing, servicing, recharging or repairing any fire-fighting equipment or fire safety installation.

Regulation 4. Conditions for competent person in civil or structural category
- Any person may apply to be registered as a competent person in the civil or structural category under the Act, if such person—
- (a)has served for not less than five years as a Fire Officer or an Auxiliary Fire Officer; or
- (b)is other than the persons under paragraph (a)—
- (i)he is a Malaysian citizen;
- (ii)he has passed the Malaysian Certificate of Education examination or its equivalent;
- (iii)he has at least one year of working experience under the supervision of a competent person registered under the Act in installing, testing, servicing, recharging or repairing any fire-fighting equipment or fire safety installation; and
- (iv)he has attended a course in relation to the training of installation, testing, servicing, recharging or repairing of any fire-fighting equipment or fire safety installation in the civil or structural category.

- (a)
Regulation 5. Conditions for competent person in fixed or portable installation category
- Any person may apply to be registered as a competent person in the fixed or portable installation category under the Act, if such person—
- (a)has served for not less than five years as a Fire Officer or an Auxiliary Fire Officer; or
- (b)is other than the persons under paragraph (a)—
- (i)he is a Malaysian citizen;
- (ii)he has passed the Malaysian Certificate of Education examination or its equivalent;
- (iii)he has at least one year of working experience under the supervision of a competent person registered under the Act in installing, testing, servicing, recharging or repairing any fire-fighting equipment or fire safety installation; and
- (iv)he has attended a course in relation to the training of installation, testing, servicing, recharging or repairing of any fire-fighting equipment or fire safety installation in the fixed or portable installation category.

- (a)
Regulation 6. Conditions for fire safety contractor
- Any person may apply to be registered as a fire safety contractor under the Act, if such person—
- (a)is a company incorporated under the Companies Act 2016 [Act 777], a partnership registered under the Partnership Act 1961 [Act 135] or a limited liability partnership registered under the Limited Liability Partnership Act 2012 [Act 743];
- (b)has the facilities and equipments for the service of installation, testing, servicing, recharging or repairing of any fire-fighting equipment or fire safety installation; and
- (c)employed one or more competent person registered under the Act.
- (a)
Regulation 7. Fees
- Fees for the issuance or renewal of certificate of registration in relation to a competent person or fire safety contractor are as specified in the Second Schedule.
Regulation 8. Transitional
- Any person undertaking the service of installing, testing, servicing, recharging or repairing any fire-fighting equipment or fire safety installation before the date of coming into operation of these Regulations may, within one year from the date of coming into operation of these Regulations, be registered as a competent person, if such person fulfils the following conditions:
- (a)for a competent person in the mechanical or electrical category—
- (i)he is a Malaysian citizen;
- (ii)he has passed the Malaysian Certificate of Education examination or its equivalent; and
- (iii)he—
- (A)possesses a diploma in the field of mechanical or electrical engineering or its equivalent and has at least three years of working experience in installing, testing, servicing, recharging or repairing any fire-fighting equipment or fire safety installation; or
- (B)has at least ten years of working experience in installing, testing, servicing, recharging or repairing any fire-fighting equipment or fire safety installation;
- (A)
- (i)
- (b)for a competent person in the civil or structural category—
- (i)he has served for not less than five years as a Fire Officer or an Auxiliary Fire Officer; or
- (ii)he—
- (A)has passed the Malaysian Certificate of Education examination or its equivalent; and
- (B)fulfils the conditions referred to in subparagraphs 4(b)(i) and (ii) and has at least one year of working experience in installing, testing, servicing, recharging or repairing any fire-fighting equipment or fire safety installation; and
- (A)
- (i)
- (c)for a competent person in the fixed or portable installation category—
- (i)he has served for not less than five years as a Fire Officer or an Auxiliary Fire Officer; or
- (ii)he fulfils the conditions referred to in subparagraphs 5(b)(i) and (ii) and has at least one year of working experience in installing, testing, servicing, recharging or repairing any fire-fighting equipment or fire safety installation.
- (i)
- (a)
