Fire Safety Consultant and Fire Safety Consultant Firm Regulations 2026: Prescribes registration qualifications and fees for fire safety consultants and fire safety consultant firms.
Regulation 1. Citation and commencement
- (1)These regulations may be cited as the Fire Services (Fire Safety Consultant and Fire Safety Consultant Firm) Regulations 2026.
- (2)These Regulations come into operation on 3 February 2026.
Regulation 2. Fire safety consultant
- (1)Any person may apply to be registered as a fire safety consultant under the Act, if such person—
- (a)possesses a master’s degree or a doctor of philosophy degree in the field of fire safety engineering or in any other field relating to fire safety engineering, or its equivalent;
- (b)has a working experience—
- (i)in the field of fire safety for the period of ten years as a Senior Fire Officer; or
- (ii)in the field of fire safety engineering in Malaysia for the period of five years and has conducted at least three fire risk analysis works for the purpose of development; and
- (i)
- (c)possesses skills in using computational fluid dynamics model.
- (a)
- (2)For the purpose of subparagraph 2(1)(b)(ii), “development” has the same meaning assigned to it in the Town and Country Planning Act 1976 [Act 172].
Regulation 3. Fire safety consultant firm
- Any person may apply to be registered as a fire safety consultant firm under the Act, if such person—
- (a)is a company incorporated under the Companies Act 2016 [Act 777], a partnership registered under the Partnership Act 1961 [Act 135] or a limited liability partnership registered under the Limited Liability Partnerships Act 2012 [Act 743];
- (b)employs at least one fire safety consultant who is registered under the Act;
- (c)employs at least one professional architect who is registered under the Architects Act 1967 [Act 117] or professional engineer who is registered under the Registration of Engineers Act 1967 [Act 138]; and
- (d)has a valid professional indemnity insurance cover for an amount of not less than one million ringgit.

Regulation 4. Fees
- Fees for the issuance or renewal of certificate of registration in relation to a fire safety consultant or fire safety consultant firm are as specified in the Schedule.
